Why Do HVAC Replacements Require Permits?

Building codes are in place to make sure that any change to the building, be it a small garage or a multi-family dwelling, is safe for its occupants. While HVAC systems can be classified as appliances, they are a considerable part of the building they’re in, particularly if they’re whole-home systems. Proper installation is a key factor in preventing fires and other dangers caused by malfunctioning electrical systems.

Buying a new heating or air conditioning system is not like buying a new laptop or television — certain environmental factors are taken into consideration when choosing a new unit. One such factor is federally-mandated building requirements that pertain to energy conservation. Part of permit processing involves a review of the new HVAC system’s specifications. This step helps ensure compliance with the government’s energy efficiency requirements.

The good news is, contractors are responsible for obtaining (or “pulling”) a permit, so you won’t have to worry about the footwork. Your contractor’s estimate or quote should include the permit fees, which should cover the cost of an inspection.

What Happens After?

Usually, a city building inspector will pay a visit after installation, but will only focus on the HVAC system itself. A new building or a major remodel typically requires two inspections. A “rough” inspection is where the inspector will take a look at the wall framing and its general build to prevent potential installation mistakes. A final inspection is conducted after the wall components — drywall, trim and paint — are installed. Inspections are an important step because you will be compelled to correct a non-compliant installation, the costs of which will be out-of-pocket and will include further inspections.
